Permanent Full Time The Indian Health Service (IHS) is the principal federal health care provider and health advocate for American Indians and Alaska Natives (AI/AN). Human Resources Specialist (ER/LR) for the Southwest Region Human Resources located at Whiteriver Service Unit and will report to the Supervisory HR Specialist onsite. Position provides employee relations and/or labor relations services to the Whiteriver Service Unit.

Provides employee relations and labor relations advisory services based on knowledge of Federal laws, rules, and regulations.
Will perform case and situation analysis of problems and apply knowledge and skills to solve diverse disciplinary issues, and provide accurate direction and instruction for procedural requirements on adverse and disciplinary actions.
Helps develop strategies and plans, develops new agency policies, procedures and guidelines when the issues under consideration are new and have no applicable precedent or are highly controversial and provides management with interpretations of policy and procedure.
Develops and maintains a sound working relationship with other Federal agencies, especially the Department of Labor (DOL), the Office of the Inspector General (OIG), and the Office of Regional Counsel (ORC) to ensure a viable program.
Develops solutions to extremely complicated problems with potential to impact all employees or the entire program for the organization, and institutes beneficial changes to the program to eliminate problematic developments in previous practices.
Performs duties associate with Labor Management Relations, including representing the Area Office in meetings and discussions with formal and informal employee groups determining the appropriateness of recognition required by employee organizations under Executive Order 11491 and serving as an advisor to management's negotiating committee for general agreements, and handling grievance cases in accordance with negotiated agreements as appropriate.
Advises management on appropriate procedures and practices to avoid unfair labor practices (ULP) changes on proposed actions, and is a technical advisor and/or representative on controversial and complex ULP and grievance issues, to include mediation and impasse proceeding before FMCS and FSIP.
Provides advisory services on performance management and the function of an employee appraisal program.
Provides benefit management advisory services to all employees on Federal health, dental, vision, life, thrift savings plan, agency leave programs, flexible spending account, long-term care, worker's compensation programs, and retirement.

BASIC REQUIREMENT(S):
GS-11:
Demonstrate that you have completed a Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education leading to such a degree or an LL.M., if related; OR
Have a combination of graduate level education and experience that meets 100% of the qualification requirements of this position; OR
One (1) year of specialized experience equivalent to the GS-09 level in the Federal service independently reviewing employee relations program activities and providing advice on complex and multi-faceted issues; independently providing advice and guidance on complex issues in the areas of performance and conduct-based actions, related employee relations program policies and practices, and issues in the area of discipline and adverse actions; researching case law to assure that the organization's actions are appropriate and legally defensible.
GS-12:
One (1) year of specialized experience equivalent to the GS-11 level in the Federal service independently interpreting employee relations procedures, practices, policies, and guidelines when the issues involved are new or highly controversial; reviewing employee relations program activities and providing advice on complex and multi-faceted issues; serving as a technical expert on performance and conduct-based actions and related employee relations program policies and practices; serving as an expert in the area of discipline and adverse actions; and researching case law to assure that the organization's actions are appropriate and legally defensible.
Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
